All over the Philippines, there are hundreds of thousands of NBI Clearance Online applicants daily. It’s such an embarrassment if you don’t know how to apply for one.
Well, today is the day. We will walk you through the process of NBI Online Registration so that no one will get lost when applying for one.
The key element in applying for an NBI Clearance Online is learning the entire process and what to expect so that when something happens, you won’t be shocked and lost in the dark. We will eliminate the element of surprise to avoid disappointments and irritation that most applicants suffer. So what are we waiting for? Let’s start.
To give you a brief update, NBI is now implementing the NBI Biometric Clearance systems. This means, the new system involves the scanning of the ten fingerprints of the applicant. We can now forget the previous process where we we’re assisted by a NBI Employee having our fingerprints with their messy inks on our fingers then charging us two pesos for the ink tissue with alcohol. The new system boasts a computerized finger print scanner which is really convenient for us.
The old NBI Clearance (the one with inked fingerprints) is not valid anymore for NBI renewal. Though, it can also be used as a reference to your application.
Requirements for applying NBI Clearance
Before going to the nearest NBI Clearance Outlet, make sure to bring all the necessary requirements in applying for your NBI Clearance. NBI requires you to present two (2) valid IDs. The list of valid IDs accepted by NBI Clearance Outlet are:
- Philippine Passport
- Voter’s ID
- Driver’s License
- PRC License
- SSS ID
- GSIS UMID
- School ID
- Tax Identification Number (TIN) ID
- Philhealth ID
- Alien Certificate of Registration
- Senior Citizen
- Previous Copy of NBI Clearance
- Postal ID
Some NBI Clearance Outlets requires Community Certificate or Cedula together with the two (2) Valid Identification Cards you present. As of this writing, we still don’t know the bearing of cedula in applying for NBI Clearance. Maybe the Government wants to dupe more bucks from us.

Based from our experience, an NBI Clearance Online with the purpose of Travel Abroad can also use as a requirement in Local Employment. But an NBI Clearance for Local Employment is not acceptable for Traveling Abroad.

We cannot say which NBI Clearance outlet has the least applicants because (1) we can’t monitor the volume of applicants daily per NBI Clearance Outlet and (2) it’s really pure luck if you manage to get your NBI Clearance on your target processing time.
All NBI Processing Centers are open from Mondays to Fridays except Holidays.
NBI Clearance Outlet office hours varies from one to another.
- Regional and District Offices, Local Government Units and Ever Gotesco Malls are open from 8:00AM to 5:00PM
- NBI Clearance in Robinsons Malls is open from 10:00AM to 7:00PM
- Duty Free Philippines is open from 9:00AM to 5:00PM
Steps in Applying NBI Clearance
- Fill out and present the accomplished application form together with two (2) valid ID’s to the Data Check Counter for checking if data are complete and correct. Make sure that you accurately fill out your NBI Clearance Application Form or else it will be returned to you for corrections.This is the part where you wait in line. Several NBI Clearance Outlets encounter long queue lines of applicants in obtaining a blank NBI Clearance Application Form and in the presentation of the filled out Application form to the Data Check Counter. What you need here is to be patient and wait for your turn.
- Pay for the corresponding NBI Clearance fee at the Payment Counter. Refer to the NBI Clearance Fee above for the fees related to the purpose of your application. This might sound redundant but you need to fall in line again (after the Data Check Counter). This time, you’ll pay the corresponding NBI Clearance Fee.
- The data on the application form will be encoded at the Data Entry or Encoding Counter. A PC monitor is provided for the Applicants to check any encoding error, thus, avoiding repayment on their part and complaint against the encoder. You don’t have to do anything here. The NBI Clearance Personnel will encode every detail that you have disclosed in your application form. Your only responsibility here is to write legibly. You don’t want the NBI Clearance Personnel to get confused with your poor handwriting.
- Picture-taking or image capture and scanning of the applicant’s fingerprints (Biometrics) will follow. It is not clearly stated in NBI Clearance Application if having a beard or mustache is allowed. We’re not aware of “No Beard, No Mustache Policy”. But for those people who really don’t mind shaving, then do it. Those who feel not shaving, do whatever you want. Remember that if the NBI Clearance rejects you because of your thick beard or mustache, it’s your fault. But it’s really up to you and we don’t have a business in your personal lives, so feel free to do anything.Finger printing is one easy task to accomplish. You just need to place your ten fingers on the scanner and that’s it.
- At the Image and Biometric Counter, name of applicant is automatically searched against the Name Database to check whether one has no or with namesake. This is the part where you need to pray that you don’t have a namesake. Because if you do, further verification will be needed.
- NBI Clearance certificate of one who has no namesake will be printed at the Printing Counter and released on the same date of application. Those with namesakes are verified against the Criminal History Database to check whether one has criminal record/s.
- Those with namesakes are advised to proceed to the Releasing Counter. The release date is written at the back of the Official Receipt when to claim your NBI Clearance. The applicants with “Hit” Status will return to the NBI Clearance Outlet after Eight (8) working days.
- Those found to have criminal records are advised to proceed to the Quality Control for interview. Interviewers will require an applicant to execute an Affidavit of Denial if he is not the offender and Court Clearance/Order if he is the offender.
Guidelines to be observed in applying NBI Clearance
The following guidelines must be observed by any applicants:
- NBI Clearance is a First Come First Serve Basis.
- NBI Clearance Applicants must observe proper dress code. Avoid coming to the venue wearing slippers, shorts and sando to prevent rejection.
- Applicants must bring two (2) valid ID. Government Issued ID’s are preferred.
- Courtesy lanes are provided for Senior Citizens, Pregnant Women, Nursing Mother and those with Disability (PWD).
- There is no more renewal of NBI Clearance anymore. However, the old NBI Clearance (with ink fingerprints) can be attached to your application form for NBI Personnel’s reference.
- NBI Clearance can be claimed by any Authorized Person of the Applicant as long as an Authorization Letter is provided.

No more manual application. You have to register and apply online. Don’t go to your local NBI office thinking that you can request for manual application or else you will be told to go to an Internet cafe near you. (LOL) Please tell others about this online application. IMPORTANT: If you still haven’t paid to a bank or to what you have chosen in the Payment Options, then just write the UNPAID REFERENCE NUMBER in a piece of paper with your Complete Name. That will be your ticket to your local NBI office. They will use that reference number to search for your information. You can pay there at their regular rates. P.S. I haven’t brought a printed form. I also don’t have a registration code just as what was shown in this article and I havent paid to a bank. I just wrote my complete name and my unpaid reference no. in a piece of paper and paid to them the right amount. After like almost 4 hours (nalipasan ako ng gutom), I got my NBI clearance. Guys wag na kayo magfillup dito sa Online registration ng NBI, ganun prin ang due process nila, walang pagbabago, kahit nakapgbayad n ako sa BAYAD CENTER. Pinapapila parin nila ako bukas pra kumuha ng NBI clearance at 4am, hindi lang dw ako pipila sa cashier., need prin dw magfillup ng form sakanila kahit nkapgfill up kna by online. hello everyone! natatawa ako sa comments kasi halo-halo ang comments. well, all i could say is wala pa rin talagang matinong processing ang NBI. Last Tuesday (Jan.13), I went to NBI and had my clearance processing. I actually went there on Monday (Jan.12) and unfortunately, ang daming hassle na bagay gaya ng mahabang pila, numbering (meaning may quota pala silla or cut-off), at may manual vs. online LANE pa. tapos ung pila, akala mo may concert sa MOA arena. E di dapat, aalis na ko hanggang nakita ko nga ung online application. E di, nakipila na ko kahit mahaba ang pila at least safe na magagawa ko ung online application since NBI agent ang nageencode (sympre, mas alam nila ung proces at pasikot-sikot). Yung online application dun sa napuntahan ko: P140 (P115 form at P25 service fee). KASO, babayaran ko pa sa Bayad Center (edi namasahe pa ko sa jeep ng P16 (balikan) ) so in total, gumastos ako ng P156.00. Ung iba namang online application, P180.00 ang singil (pero yun di na ikaw magbabayad sa BAYAD Center) pero di ba, mas mahal? -hmmm… bakit kaya di sila pareho ng presyo? ALAM NA. 😀 After ko pala magbayad sa bayad center, bumalik ako para sana kunin ung Printed APPLICATION FORM. since di nya ma-access account (dahil daw sa bagal ng server PERO OK na daw un, TOM NA LANG DAW). Take note: alam nyo ba nung nag online ako, kinabahan ako kasi di ma-access ung account na ginawa ko. tapos si ateng nBI, mukhang di magaling sa techy na bagay tapos gusto nya, tom daw okay na un. E AYAW KONG MANIWALA. ang ginawa ko, inopen ko ung mail account ko sa nbi tapos ng change password ako. AYUN, na-ACCESS KO NA. ganun na lang din gawin nyo kapag lumbas ung “invalid credentials” once nag try kayo iopen account nyo sa NBi (online), MAG CHANGE PASSWORD KAYO. Tapos, may appointment pang nalalaman kuno sa online application, e kinabukasan, ganon pa rin naman ang sistema, makikipila ka talaga. Ang importante kasi talaga sa pila ay i-secure mo ung NUMBER mo (ung binibigay ng NBI agent para sa cut-off nila). So sa manual applicants lane, first 100 lang ang ipoproseso nila, pag pang 101st ka sa pila,BYE BYE see you tomorrow — or BETTER LUCK NEXT TIME. sa Online applicants lane naman ay First 200-250 persons (di ko na tanda pero ganito lang ang range). Therefore, ako, ang ginawa ko, nandun na ako ng 2am. And imagine, pang 6th pa ako sa pila ha kasi ung iba as dun na talaga natutulog. That time, wala pa akong application form, resibolang sa bayad center at ung printable form ng NBI (dragon pay). Laking gulat ko nal ahat pala kailangan ng APPLICATION FORM (talaga si Ateng NBI, ang sarap gulpihin). edi harurot ako sa baba para magpa-print ng APPLICATION FORM! TIP sa pagpila: magsama kayo ng kasama para di kayo masingitan once na may emergency na maganap gaya nung sa akin. 😀 Super sacrifice talaga kung gusto mong maaga ka makauwi. ang advantage pag online application ka, mauuna talaga ang processing mo than the manual. mabilis lang. once nagstart na, pipila ka lang, tapos fingerprint scanning at photo session tapos, TAPOS NA. unfortunately, ung akin, sa kamalasan, MAY HIT. Meaning may kapangalan ako. So, babalik pa ako ng Jan. 21 para kunin ung clearance ko (ito naman dadaanan mo lang; di masyadong hassle around 5 mins depende kung una ka sa pila, makukuha mo na. May ibibigay clang account no. at account name for bank over the counter. Then pag bayad na iValidate nyo sya makikita nyo rin un dun. Tas mag email senyo cla. Hindi na necessary na iprint ung form. Just take a picture of it in your cellphone referrence no. nyo at validate dpat na paid na. Then pwede na kayo pmunta sa brance na pnili nyo pakita nyo lang ung picture na knunan nyo.

I actually applied for an NBI Clearance before when I was still in Metro Manila, in the Sampaloc branch, if I am not wrong then it is in the Carriedo building, but it was about 5 years ago. If I am not mistaken, I went there for about 2 or 3 times because the line is too long and if it is already 3 or oclock then the rest who are still in-line for the application are dismissed. I remembered there was a payment that everyone who are entering who are also in-line which is Php20.00 then we were given this card mostly colored red which is about 5″x 3″ in size.
I just want to know from anyone there who knows or who are concerned if for what is that Php20.00 payment upon entrance there in Carriedo bldg. Sampaloc, Manila and if for what is that card?

Hi Paul John Rey Ringor. Mag aapply ka pa lang ba? Kung mag aapply ka pa lang, same process din yun kaso lilitaw sa process mo na “WITH HIT” ka kasi may kapangalan ka. So wala kang magagawa kundi bumalik sa specified date na ibibigay sayo. Hope this helps!

Hi Judy. If manual yung process mo nang pagkuha, you need to go back there. Same with Online Enrollment, the difference is that you can change your infos online just go to their website, log in your account and change it. You need to go also at your branch and wait for the new print out of your clearance. Hope this helps!

you can apply online at clearance.nbi.gov.ph, mag register ka lang at enter ng information tapos click mo date at branch kung saan ka magpapa schedule after that may payment option na lalabas kung online or bayad center ka magbabayad tapos may lalabas na reference no. (print or screenshot mo) after mo mag select. Kapag nakabayad ka na punta ka lang sa branch na pinili mo at kung AM or PM sched mo..dalhin mo yung copy na may reference kapag pupunta ka at pagdating mo ipakita mo lang yung copy at isang government issued id, may ipapasulat sayo sa maliit na papel ng name mo at cp no. mo (if my memory serves me right) then proceed na sa photo capture biometrics. Kung wala ka hit ang alam ko makukuha mo din agad pero kapag meron kelangan mo pa mag-antay ng 1 week. Sana nakatulong ako sayo 🙂

I just applied for my NBI clearance today. I suggest going to Robinsons Otis since its relatively unknown less people in line. I arrived before 3pm and was done in 15 minutes. Also, make sure to do the online application. 🙂 PS – as much as possible, dont go to QC Hall. Its extremely crowded and cutoff time is very early since some people line up as early as 4am.
You were right, lines are not that long in robinsons Manila Otis, did arrived at 03:00pm oct13,2014, did the online application, BUT the realease of all the applicants before and after me, approximately 20pax before me and 15pax after me,was marked for Oct17,2014. Is it possible to get an NBI clearance for residency in abroad. The applicant is now working abroad and wants to get a clearance, is it possible that a represenatative to process clearance on his behalf. The representative will bring supporting documents notarised from the country of the applicant which he is currently working. please advise.

a follow up question, The only valid ID that i have here is my SSS universal ID, based on the website, “UMID a.k.a. Unified Multi-purpose ID is the single ID card for all SSS, GSIS, Pagibig and Philhealth members” does this mean I dont need to bring several other IDs in getting an NBI clearance since this covers all four that is stated as one of the few valid IDs you can provide?
bring your um id and another one. UM ID is counted as one (1). i believe they require at least 2 valid ids presented.

Greetings! I am about to renew my NBI, but the online system would not allow me to Sign In because I have no middle name. A pop-up would usually come out saying that the middle name may only contain letters and spaces. I had no problem with it during the application process ( I only left it with a dash sign and it processed successfully). But the online renewal system would no longer allow me to edit my information under my my NBI ID number, hence I cannot sign in again and print a new form to show your good office. Go to the Philippine embassy in your country and they should be able to assist you. Usually, they still will require your fingerprints stamped on an inkpad which your countrys national police department can provide. Sometimes, signature cards may also be required. You will then submit the fingerprint and signature cards together with notarized copies of your identification (dont forget to affix your signature on the photocopy), application form, processing fee, shipping fee, clear ID picture (usually 2×2 or passport size, with white background). Just prepare the mentioned requirements in case you need them. Philippine bureaucracy can get so tedious. Next, you may have to wait a month or more for your clearance to arrive. There may be an express option should you need it very soon but of course, you will pay more. You might be given a claim stub with the date and time when your form will be ready for collection. You may then pick-up your nbi clearance form at a specified date or have it shipped to your home address.

married na po ako, and i already have an old nbi clearance na hindi pa expired pero ang nakalagay dun ay yung maiden name ko. i wanted to change my surname and status. pwede bang mag register ng bago kahit na may old nbi clearance na ako?
Hi po, nakapagpasched na po ako online ng nbi appointment at nabayaran ko na rin po pwede po ba ako magpareschedule? And one more thing po is renewal po ang nbi ko pero married na po ako ngayon, pwede po bang passport at marriage contract gamitin ko hindi pa po kasi ako nakakapagpa-update ng other id’s.
Hindi po pwede ang marriage contract. ang iyong Passport po ay pwede as requirement. Pwede mong gamitin ang marriage contract as a supporting document to update your name and marital status. pwede ka pumunta sa ibang araw pero dapat po ay within 5 working days lang kundi mageexpire yang appointment mo.

My marriage was annulled now and I have all papers from the court. But I don’t have any ID’s under my maiden name yet. I have applied for a visa under my married name and my my Annulment Papers was finalized only after I already submitted my visa application. I have sent them my Annulment Papers recently to proved that my marriage was annulled. One of the requirements for the visa is Certificate of Clearance from Singapore as I use to live there for 15 years. Is it ok to apply for NBI Clearance under my married name? What do I put in my Civil Status? Do I put “Single” and bring my court papers as supporting documents?

Hi, i sent my application from Japan and it said It will take 20-30 days but it’s been 2 months. Do you have any idea why?
